Gaia's sponsor for the quest has specifically requested that the quest only be completed by people in the four named countries. If you are in another country and complete the quest you risk Gaia getting in legal trouble with the sponsor. Is that something you want to risk? "Workaround" is just another word for glitch exploitation. If you really want the quest item, you can purchase one in the Marketplace or the Exchange.

You have stated that you are from one of the countries that cannot participate in the quest, so you should not try to use any method to circumvent the limitation. You must realize that the limitation was placed on Gaia from the sponsor, and Gaia did not do this to limit the participation of their users. Please obtain the quest reward without trying the quest yourself, whether you have a friend in one of the listed countries give you one or you buy one off the marketplace.

The people who Gaia have done the deal with, Fanimation, only own the rights IN THOSE COUNTRIES. It is ILLEGAL for them to promote Tsubasa in other regions when they don't have the clearance for it. I don't know who does it in those countries, but they'd be pissed off and sue not only Fanimation, but Gaia too.

They're not trying to discriminate. The quest isn't amazingly exciting, and there are various loopholes to access it from the other countries - plus you can buy the item from the marketplace.
